Establishing a New Public Water System for Drinking Water
Requirements that new water systems must meet before construction may begin.
When you establish, build, and operate a public water system (PWS)-source of water, treatment, tanks, pumps, and pipes, to distribute drinking water to consumers-this is a significant responsibility to ensure the water meets state requirements to protect public health.
- Before you begin construction, a licensed engineer must submit plans for the PWS to the Plan Review Team (PRT) for review. PTR will help you determine the required information and the programs and regulations that affect the PWS.
- Once your water system meets the definition of a PWS, begins serving water, and provides water to 15 service connections or at last 25 individuals, the owner or responsible official is required to provide written notification to the TCEQ Water Supply Division about the startup of a new PWS or reactivation of an existing PWS. Notification can be sent to [email protected].
- For information about utilities, contact the Public Utility Commission of Texas .

Requesting an Exception to Rules and Regulations for Public Water Systems
A public water system that does not meet a TCEQ design standard may request an exception by proposing another way it can meet the intent of the rules. We review each exception request to ensure that, if granted, the PWS will still deliver safe drinking water to its customers at adequate pressures.
